MediaTek has asked to switch from the ISC license to BSD-3-Clause-Clear,
in order to improve clarity and the legal integrity of the code.
The BSD-3-Clause license includes the "no endorsement" clause, which is
important for protecting the reputation of the original authors and
contributors by preventing unauthorized use of their names for endorsement
purposes.
This clause is absent in the BSD-2-Clause license, which is more permissive
but lacks this specific protection.
This change also cleans up the license of some Kconfig/Makefile files,
which were accidentally marked as GPL.
The GPL 2.0 remains in use on mt76x0, as well as two source files in mt7615
for which the license situation still needs to be clarified.

The commit 22b980badc0f ("mt76: add functions for parsing rate power limits
from DT") introduced generic support for rates limits in the devicetree.
But the mt7915 supports beamforming and has another table for configuring
the backoff limits. These can be configured in the DT with the paths-*
properties. The path-*-bf are the ones relevant for beamforming and the
ones without -bf suffix for "traditional" path backoff.

In vendor driver, size of group cal and dpd cal for mt7981 includes 6G
although the chip doesn't support it.
mt76 doesn't take this into account which results in reading from the
incorrect offset.
For devices with precal, this would lead to lower bitrate.
Fix this by aligning groupcal size with vendor driver and switch to
freq_list_v2 in mt7915_dpd_freq_idx in order to get the correct offset.
Below are iwinfo of the test device with two clients connected

Restart the MCU and release the patch semaphore before loading the MCU
patch firmware from the host.
This fixes failures upon error recovery in case the semaphore was
previously taken and never released by the host.
This happens from time to time upon triggering a full-chip error
recovery. Under this circumstance, the hardware restart fails and the
radio is rendered inoperational.

The definition of MT_RX_SEL (for rdd_rx_sel) is mixed with the
definition of HWRDD idx.
For example, MT_RX_SEL2 is for background HWRDD idx, not an option
of rdd_rx_sel.
Therefore, add mt7915_get_rdd_idx as a helper function to get the
HWRDD idx for each variants.
Additionally, remove some parts of the code inherited from the legacy
chips.
For instance,
1. rdd_state is used for single-band-dual-HWRDD chips (for 80+80),
especially the 76xx series.
2. rdd_rx_sel is also used for single-band-dual-HWRDD chips
rx_sel = 0 => RDD0 for WF0, RDD1 for WF2
rx_sel = 1 => RDD0 for WF1, RDD1 for WF3

Currently DFS works under assumption there could be only one channel
context in the hardware. Hence, drivers just calls the function
ieee80211_radar_detected() passing the hardware structure. However, with
MLO, this obviously will not work since number of channel contexts will be
more than one and hence drivers would need to pass the channel information
as well on which the radar is detected.
Also, when radar is detected in one of the links, other link's CAC should
not be cancelled.
Hence, in order to support DFS with MLO, do the following changes -
* Add channel context conf pointer as an argument to the function
ieee80211_radar_detected(). During MLO, drivers would have to pass on
which channel context conf radar is detected. Otherwise, drivers could
just pass NULL.
* ieee80211_radar_detected() will iterate over all channel contexts
present and
* if channel context conf is passed, only mark that as radar
detected
* if NULL is passed, then mark all channel contexts as radar
detected
* Then as usual, schedule the radar detected work.
* In the worker, go over all the contexts again and for all such context
which is marked with radar detected, cancel the ongoing CAC by calling
ieee80211_dfs_cac_cancel() and then notify cfg80211 via
cfg80211_radar_event().
* To cancel the CAC, pass the channel context as well where radar is
detected to ieee80211_dfs_cac_cancel(). This ensures that CAC is
canceled only on the links using the provided context, leaving other
links unaffected.
This would also help in scenarios where there is split phy 5 GHz radio,
which is capable of DFS channels in both lower and upper band. In this
case, simultaneous radars can be detected.

For channel contexts, mac80211 currently uses the cfg80211
chandef struct (control channel, center freq(s), width) to
define towards drivers and internally how these behave. In
fact, there are _two_ such structs used, where the min_def
can reduce bandwidth according to the stations connected.
Unfortunately, with EHT this is longer be sufficient, at
least not for all hardware. EHT requires that non-AP STAs
that are connected to an AP with a lower bandwidth than it
(the AP) advertises (e.g. 160 MHz STA connected to 320 MHz
AP) still be able to receive downlink OFDMA and respond to
trigger frames for uplink OFDMA that specify the position
and bandwidth for the non-AP STA relative to the channel
the AP is using. Therefore, they need to be aware of this,
and at least for some hardware (e.g. Intel) this awareness
is in the hardware. As a result, use of the "same" channel
may need to be split over two channel contexts where they
differ by the AP being used.
As a first step, introduce a concept of a channel request
('chanreq') for each interface, to control the context it
requests. This step does nothing but reorganise the code,
so that later the AP's chandef can be added to the request
in order to handle the EHT case described above.

PPDU TxS can only report MPDU count whereas mac80211 requires MSDU scale
(NL80211_STA_INFO_TX_PACKETS), so switch to get MSDU counts from WA
statistic.
Note that mt7915 WA firmware only counts tx_packet for WED path, so driver
needs to take care of host path additionally.

Introduce p2p-go/p2p-client support to mt7921 driver
CONNECTION_P2P_GC/GO is not supported with the current firmware
so we added mt76_dev to mt76_connac_mcu_sta_basic_tlv signature to
use CONNECTION_INFRA_STA/AP instead for p2p-client and p2p-go
respectively to make it work.
